First of all: I can _absolutely_guarantee_you_ that you were not banned for scouting somebody. At the most, you might have lost your privilege to scout others.

If you were banned, you will have gotten some notification. That notification contains a link to the "appeal form".
IF you didn't break any of the rules, fill out the 'appeal form'. Do NOT click "close appeal"!
IF you broke the rules, ignore the "appeal form". Instead, compose more than one track that does not break the rules. Then upload them somewhere else, and then present them to a moderator here, asking for forgiveness.
That is genuinely all the help I can offer anyone in this situation.
I wrote to him, I also wrote that I would not scout everyone.
